** (In addition to other steps soon to be taken, this complaint form has been sent to the Canadian Civil Liberties Association prior to their July 16 deadline.) Canada Criminal Code: Neglect by peace officer S69. A peace officer who receives notice that there is a riot within his jurisdiction and, without reasonable excuse, fails to take all reasonable steps to suppress the riot is guilty of an indictable offence and liable to imprisonment for a term not exceeding two years.We refer to some events in Toronto occurring at or around the time of the Toronto G20 Summit in June 2010. We see raw video shot by CTV on 27 June, 2010 setting out some criminal occurrences evolving along Yonge Street to College Street having begun in the vicinity of Queen & Spadina (see: CTV film). Apparently a television camera person is filming a group of "black bloc" criminals and their accomplices. This series of criminal acts take place to the embarrassment of all Canadians while the G20 Summit is being conducted nearby at the Toronto Convention Centre. Having seen this and or similar evidence of these events and having made careful and deliberate effort to learn information on all available aspects of theses events, we adduce more or less the following with consensus, while reserving our right to raise other matters in the cause of this petition, within this petition in as many pages as we see fit, updated, appended or amended from time to time within a reasonable period in this cause. The group of alleged criminals, recently dubbed by the media as being "black bloc", with their accomplices, were seen on or about the afternoon of 27 June with apparent criminal intent to commit acts of crime inasmuch as they assaulted numerous persons including but not limited to at least one of our Toronto police officers and numerous camera carrying citizens; destroyed property including an act or acts of damaging bricked sidewalks on Yonge Street; damaged gardens of private homes on Soho Street, smashed windows and other property of merchants and other businesses on at least Queen and Yonge Streets; disturbed the peace in a wide area of Toronto; stole private property in the process of looting; set fires in police cars at various locations; and did other crimes in violation of the Canada Criminal Code and various other statutes. These crimes we find appalling. We believe that the perpetrators should have been prevented from doing most of these crimes by the Toronto Police Services led by Police Chief William Blair and assisted by additional thousands of other police officers brought from other parts of Ontario and other Canadian provinces at the expense of public funds. We see that Toronto Police Services whose proper law enforcement we pay for did not even attempt to stop this criminal conduct. We see this as a failure to meet our minimum law-enforcement expectations, a dereliction of duty by our Chief of Police. Toronto Police Services Chief William Blair has lost our trust and respect. Chief Blair must resign or be removed from his post because of a failure of trust. We believe he publicly lied to us in a number of matters including lies about the very laws he is expected to enforce. We believe Chief Blair deliberately tainted the reputation of large groups of ordinary citizens who were not perpetrators of the referenced crimes, to justify his excessive spending from the public purse. While letting guilty persons go free we saw Chief Blair unlawfully cause the arrest of innocent people whose conduct was far above reproach. We also further believe he, for wrongful purpose deliberately permitted black-clad and masked-thugs burn police cars then continue through Toronto, unhindered, breaking windows and doing repeated crime. We have no confidence in Mr. Blair's ability to do the job of Chief Of Police. Toronto needs to have confidence that its police will apprehend all criminals and not excuse criminals whose acts the Chief for any reason supports or exploits to taint or controvert a larger group of citizens. We petition Chief Blair to resign and in the alternative demand that the Toronto Police Services Board dismiss William Blair as Chief of Toronto Police Services by revoking his contract and demanding and causing his resignation from Toronto Police Services. We make this petition to the governing authority of the Toronto Police Services and the City of Toronto in The Province of Ontario for no improper purpose.
